Padraig Arthur | MSCSI, MRICS, MPM

Managing Director, Project Manager, Chartered Quantity Surveyor

Padraig Arthur has over two decades of experience in all main aspects of the construction industry, including residential, commercial, health, education, and light civil engineering. His firm has served a wide variety of clients in the private and public sectors, including government agencies, religious orders, court services, developers, commercial enterprises, main contractors and specialist subcontractors.

Padraig has qualified to chartership status with both the Royal Institute of Chartered Surveyors (RICS) and the Society of Chartered Surveyors Ireland (SCSI). In recognition of the growing importance of the role of professional Project Managers in the construction industry and in appreciation of the complementary link between Quantity Surveying and Project Management, Padraig recently completed a Masters in Project Management at the University of Limerick.

Having founded Chancery Group in 1997 (as Padraig Arthur & Associates), Padraig took on the mission of providing reliable, integrity-driven professional services to the construction industry. Padraig chose to base his company in the Midlands, the better to offer a nationwide, comprehensive service to clients. His practice is ISO-accredited and holds unblemished Professional Indemnity Insurance.

We take the view that our word is our bond in all three of our core disciplines: Quantity Surveying & Cost Consultancy, Project Management Services, and Engineering Design & Consultancy.

Diarmuid Mollin | BEng (Hons), PG DIP BIM, CEng, MIEI

Chartered Engineer

Diarmuid’s career has covered a diverse range of areas in structural engineering, locally and internationally over the past 12 years. He brings great experience from 7 years working on large commercial, industrial, multi-storey residential and mining projects in Australia and has delivered many successful residential, acute healthcare, education and industrial projects throughout Ireland.  

Diarmuid combines his technical expertise with strong interpersonal skills to deliver an excellent level of service for clients. Diarmuid’s experience has given him an appreciation for embracing alternative solutions on projects and an ability to look beyond the design on paper. He has a strong track record of delivering complex projects within schedule and cost objectives and complements his wide-ranging experience with enthusiasm for the job at hand from project inception to completion.

Diarmuid’s expertise encompasses multiple facets of Building Information Modelling (BIM) and he completed a Post Graduate Diploma in Collaborative BIM through Dublin Institute of Technology in 2018.

Kieran Hogan

Senior Civil Engineer

Kieran Hogan is a senior member of staff and leads our civil engineering department at Chancery Group. With over 14 years’ experience, Kieran provides a wealth of knowledge across civil design & construction, project management and contract administration. 

Kieran has a passion for project management, he is an excellent communicator and a trusted advisor to our clients through all stages of a construction project. He has extensive experience in stakeholder management and prides himself on achieving the best outcome for his clients. 

Notable projects include a 2000 lot greenfield residential development in Melbourne Australia, a 200 unit inner-city infill development and multiple industrial and commercial developments. 

Kieran also leads the Health & Safety and Assigned Certifier role at Chancery Group and provides excellent advisory services to our clients with respects to statutory obligations. 

Outside of work Kieran is an avid footballer and a big fan of the GAA. He is also partial to a game of golf.  

Gordon Dunne | BEng (Civil)

Engineer

Dedicated Civil Engineer skilled in all aspects of engineering operations with over 20 years of progressive experience in design, technical specification, construction inspections and survey work.  Consistently finishes projects under budget and ahead of schedule and is accustomed to the high aims of the civil engineering profession.  Gordon has worked on building designs and supervision for many residential, commercial, industrial and mixed-use developments.  He is able to multi-task and prioritize projects.  Excellent ability in designing and detailing drawings with a high knowledge in building codes and practices.

 

Fire Safety compliance and Disability Access compliance are integral issues for all projects and Gordon leads the Chancery Group team in the completion of these roles for all the residential, commercial, industrial and mixed-use projects undertaken by Chancery Group.  His experience in these areas include following projects through design, fabrication, construction, certification and hand over.  In addition his experience includes the preparation of Fire Safety Certificate Compliance Reports, calculations and drawings to support same.  Disability Access Certificate Compliance Reports and associated drawings are also his area of responsibility.

 

Gordon’s expertise is enhanced with a recently completed level 8 Fire Engineering Design module through the Cork Institute of Technology.

Stephen Flanagan

Quantity Surveryor

Stephen completed his degree in construction economic and quantity surveying in 2012.  He has over 8 years industry experience where he has gained a wide range of sectoral cost management and control knowledge whilst working in different roles for medium and large works contracts across a range of sectors.

Stephen joined our consultancy in 2018 and has added value to our staff through his knowledge of working for Contractors over the previous 6 years.  This experience enables Stephen to understand the requirements and pitfalls to watch for in all negotiations and change order management when dealing with claims conscious contractors.

With Chancery Group, Stephen has added to his previous contractor experience by working in the client consultancy role and has added tendering, procurement, cost planning, budgeting, client relations and contract to his knowledge base.  

Stephen is currently the project lead Surveyor for Chancery Group on a €2M school extension contract. He has also provided the assistant QS role on a number of multi-million euro construction projects across a variety of sectors.

Patricia Gallagher

Office Manager

Patricia holds a national certificate in Business. As Chancery Group’s office manager, Patricia is responsible for all aspects of company and account management and is the first line of contact between customers and the company. She brings her own unique set of skill, expertise and experience in both customer service and accounts to Chancery Group. Patricia is active in a wide range of client contact, administration and staff support projects. Outside of work Patricia is very active in her local community and is a community representative for her local primary school and also volunteers for her parish.

Niamh Arthur

Compliance and Marketing Manager

Niamh joined the Chancery Group team in 2019, after completing her BA in University College Cork. Her primary role is as Marketing and Compliance Manager. Niamh ensures staff compliance with all ISO policies and procedures and ensures that Chancery Group’s ISO certifications are upheld. Niamh also strives to keep Chancery Group visible to the community through our various digital marketing strategies and campaigns. In addition to these responsibilities, Niamh acts as personal assistant to Padraig Arthur, and also takes an active role in Company administrative tasks.
